pops up box, title, Personalized Settings
setting up personalized settings for:
windows desktop update
next I got error, can't open regsvr32.exe
completes
I now get windows cannot open file, for any EXE.
really cute issue here.
can't run fixit exe, its an exe
I am not sure what to do next, as, update made impossible for me to run a program.
on my other machines the, the many many updates to registry entries completed fine.
I can open explorer, and it will start my browser if I click on an exe, it takes me to the file association screen.
In explorer , right mouse click, popup, I get 'removeproperties'

If you're seeing removeproperties in the context menu, it's likely that you've somehow stripped the data from these two keys in Windows 7:
HKEY_CLASSES_ROOT\*\shell\removeproperties
HKEY_CLASSES_ROOT\*\shell\removeproperties \DropTarget
They should contain the following:
[HKEY_CLASSES_ROOT\*\shell\removeproperties]
"ProgrammaticAccessOnly"="Apartment"
[HKEY_CLASSES_ROOT\*\shell\removeproperties \DropTarget]
"CLSID"="{09a28848-0e97-4cef-b950-cea037161155}"
all programs, accessories, system tools , restore, --- windows cannot open this file (its an exe)
