Cannot log into other domain workstations

In our Win2003/XP pro network, our users cannot log into each other's
workstations with their own login credentials. If they try they get this
error: The local policy of this system does not permit you to logon
interactively.

How can I overcome this?

After some GPO testing, we found out that we could configure the Security
Policy under 'Allow log on locally.' What's odd is that we tried adding the
Domain Users group, and confirmed that it did propogate to the workstations,
and we were not able to log in at all. Next we tried adding a spefici domain
user, and that worked fine.

Any ideas on why we can't just add the group? Otherwise it's going to be a
real hassle.
