Can a Playstation 3 be used as a Windows Media Center Extender

Can a PS3 be used as a Windows Media Extender like a XBox 360 can. Is there
3rd party software that can make this happen?

No. The PS3 would have to support this, not your PC, and I doubt that Sony
has any intention of doing so.
