c:\windows\system32\inetsrv\certmap.ocx could not be copied into the DLL cache. The specific error

I found this event error after searching for answers about windows file protection pop-ups continually occuring. I do not have a cd to install that it keeps asking for. I cannot find a dllcache folder. The search within c:windowssystem32 does not find
such a folder.
