Blocked links in MS Outlook

Hi
I can't access links in Ms outlook incoming messages anymore. All I get
when I click on the link is an error message telling me that 'this operation
has been canceled due to restrictions in effect on this computer. Please
contact your system administrator.' What restrictions? It's my own computer
so I dont have an administrator to contact!

Can anyone shed some light on this, please?

Have you tried running Outlook with Run as Administrator rights, if
possible?

Doing a system restore back to a point where it was working should also cure
the problem - it did for me.
