Black screen?

I have a Advent 3315 PC running XP, 1GB ram, 80GB hard drive, CD and DVD
drives.

The problem I have is when I turn the PC on I get the light on the
motherboard and the fan over the P4 2.8 processor come on but goes off after
10 seconds or the light and fan come on and STAY on but NOTHING comes up on
the screen, no Bios even?
THEN I can’t turn the power off at the switch by holding it in like I used
to, I have to pull the power cord out from the back to stop the fan and
motherboard light to go off.

The Monitor is good as my partners PC works fine on it and I have tried her
monitor with the same result.

I have now detached all the devices attached to the motherboard as a process
of elimination i.e. the CD/DVD drives, floppy, and hard drive just leaving
the mouse and keyboard but still get the same results either power for 5-10
seconds or power which I then can’t turn off, still blank at screen, (NO
BIOS)?

I have sent two emails to the Elitegroup as it is one of there boards but
yet NO REPLY (3 weeks now).

Is this a motherboard problem or PSU problem?

It may be the Processor, Motherboard or Video Card. The PSU would be last
on my list to check. I would remove the
Processor, Ram and Video Card from the Motherboard. Do a good cleaning
with a can of air. Then reassemble.
That has help me correct some weird temporary problems. Take a look at
the large Capacitors situated around the
Processor. If leaking or bulging that's not good.
