BITS not working, how do I update?

I reinstalled IE8, after which Windows updates didn't work and I got 0x80070424 error. (XPHome SP3)
I re installed SP3 but this didn't fix it.
I tried the FIXIT suggested by David Vinod

but this didn't cure it.
My last updates were in November 2012, nothing since. Any ideas how to resolve the problem?

This fix Microsoft Fix it 50687 enabled me to download the updates but they wouldn't install.
(BITS has re appeared under Services)

Microsoft Update doesn't store my update history, so it re scans on every visit.
