Auto assign drive letters

I have had this issue with several Windows XP workstations.

Whenever I plug in a external storage device like a thumb drive, it assigns
a drive letter that is already in use by a mapped drive. I can go in and
manual change it but the next time I plug it in, it does it again.

Any ideas why this happens? How can I fix this?

It happens because someone mapped a network drive immediately following
the currently used local drives. If they leave them open and place the
network drive at the end of the alphabet starting at Z like Windows
places them then the local drive letters will be open.
