Attemps to install KB2813170 on XP SPK3 result in both a 0X80070020 error and then an error stating

When I attempt to install this update on the users XP SPK3 machine, I only receive the 0x80070020 error in the event logs. However, I downloaded the actual update and attempted to install in safe mode (and also in regular mode) and received the error that
ntoskrnl.exe is in use.I have run the Fix-It from Microsoft and find no difference.
