Applications shut down straight after start

In the last few days my PC has started to display a strange habit. When I
start certain programs (notepad or even task manager), they open and on the
first move of the mouse close down immediately without me being able to use
them.

Has anyone seen this before?

I use Panda 2007 antivirus with the latest updates and that says my PC is
fine.

Boot into Safe Mode, then use System Restore to restore your PC
to a point a few days before this problem started.

To get into Safe Mode, press F8 repeatedly just after restarting
your PC.
 
any idea what causes this though?

If I knew your machine very well and if I knew exactly what
you had done and where you might have been then I could
perhaps tell you. Without this information it's impossible to
say.
 
okay ... wanted to rebuild the whole thing anyway, guess I now have a
pressing reason
