Annoying phone calls.

I keep getting phone calls from someone saying they are calling from Windows. The call has a bad connection and is from a foreign country. They keep telling me that they are getting error messages from my computer. They claim they will help me fix the problem. I have never believed this was real and today I pretended I was going along with them and asked if they were going to access my computer to fix it and they said yes. I then got mad and told them what I thought of them. They have called me in the past and I tell them not to call but they continue to do so. Is there anything that Windows can do about this?
