What programs? How did you reinstall - a repair install or a clean install?
If a clean install programs need to be reinstalled from original media. If
this is not the case please provide more details.

With a clean install you have to reinstall all most apps from their original
media. Most application installers write settings to the registry and place
files in various system folders. This was wiped out by the clean install.
