Adjust for daylight saving time automatically is disabled.

I am using windows 8. In PC settings-->General-->Time the option 'Adjust for daylight saving time automatically' is disabled. How to enable it? The button below this option is set to OFF from beginning and I am not able to make it ON. can anybody help me on this?
