I know that the recent updates to Windows 8 added a GPO for specifying a default lock screen image.
What is needed is additional functionality in order to go beyond the current ability to merely prevent Start Screen background and color changes...

- Specify a mandatory color scheme for the Start Screen via GPO.
- Specify a mandatory background image for the Start Screen or to enforce "None" via GPO.
