My "Activate Windows" icon is missing in the "System Tools" folder. What do
I do about it?

Do you need to reactivate? If so there should be an icon in the tray to do
so.

I've reinstalled Windows, so I guess I have to reactivate. But there is no
"Activate Windows" icon in the trey. I note that if I click the "Update
Windows" icon, I do go to the Windows website, but I hang on the "This
website..." screen and never get to the one with the two buttons.

Not necessarily. Did you reinstall a retail version, an OEM version or a
Volume Licensed version.

The retail version should require activation though you could have copied
the activation information from the previous install.

The OEM version may require activation, but probably doesn't.
