Accessing printers from server

I am attempting to have the server access a printer that is connected to an
office PC via a USB cable.
I can ping the PC from the server but when I try to install the printer
and print the test page I get an error.
What steps should I be going thru to setup the printer correctly on the
server and get it to print out?

Are you using AD?
Is the printer shared? Is file & printer sharing set up as an exception in
the Windows firewall?
 
Unfortunately I am not using AD. I inheirited this "wonderful" set-up as is
and it has no solid infrastructure.
On the PC that it is connected to I have it setup as shared.

I'd suggest you remedy that ASAP. You're going to spend soooo much more time
trying to keep a workgroup running. And they already have a server OS, so
why not create an AD domain?

File&Printer sharing exceptions in the firewall?
Usernames/passwords match, if you aren't using Simple File Sharing?
