access denied, no security tab

I'm running windows server 2003 and cannot access a folder (access denied
message). When I right click and properties the folder, there is no security
tab (only General, ,Customize and NFS sharing).
This is not XP, so the simple file sharing doesnt exist, and its obviously
an NTFS drive as its windows server I'm running.
the parent folders and all other folders are fine, just one folder out on
its own not letting anyone play with it....
Any ideas on what can cause this or how it can be fixed???

What is the name of the folder and full path? Do you know what's in it?

Path is
D:\webroot\web\ICM\32\Configuration\Display

I've no idea what the folder contains...

You will find you get better, quicker answers if you provide better
information. For instance, what is Drive D? Everyone sets up their servers
differently so D:\ could be anything. Unfortunately, I've taken down my
Server 2003 so I can't look to see if I have a directory like that.

Googling around gets me nothing for the full path but "ICM + Server 2003"
brings up quite a few links about an ICM server. Further Googling for
"define ICM Server" brings up links telling me that this could refer to
Cisco Intelligent Contact Management (ICM) Servers or Internet Cafe
Manager. You should do those searches and see if anything looks familiar.

At this point I must bow out since I have no idea what you've got running on
your server, what you're using the server for (server roles), or any of the
history of the machine, and I can't possibly guess what that directory is
for based on what you haven't told me. I suggest you post in one of the MS
server newsgroups if you don't get an answer here from one of the
server/security gurus.

If you do post, follow the suggested guidelines at any of the links below
for what details to include so you can get a focused answered. Most people
won't bother trying to pull the necessary pertinent information out of you
