What exactly is the error message that you get?
Per User licenses are not enforced on W2003, so I don't believe
that this is a problem with TS Licensing.
I can think of 2 other reasons for this behaviour:
1. the maximum number of allowed connections is hardcoded to 2.
Check this in Terminal Services Configuration - rdp-tcp connection
- properties - network. If the value you see there is greyed out,
it means that there is a GPO somewhere in your domain which
enforces this limit.
2. You could be running out of normal server CALs, not TS CALs. If
that's the case, you should be able to verify it by looking at the
EventLog on the server.
