How to upgrade WSUS and OS

We would like to upgrade wsus 2.0 to 3.0, as well as upgrade os from W2k3 to W2k8. Inplace upgrade / parallel upgrade - does not matter. What is the easiest and safest way to upgrade? Right now, SQL DB is on the same machine which WSUS 2.0 installed. Thank you,

Open hyperlink to a bookmark goes to the top of page

I am trying to open a local htlm document and position to a bookmark section of ir but it goes to the top of the web page instead of the specific section of the bookmark. I am trying to open this URL thru Start->Run file:///C:/Documents%20and%20Settings/Administrator/My%20Documents/mywebpage.htm#C4 It opens the default Internet browser. It opens the ducument but takes out the #C4 section. Is this a knows issue? How can I work around it?

I am using window vista, and for all this time my window live was working fine until Microsoft suggested to upgrade to the latest version, which I did. And guess what! After I had download the latest version, I can't sing into it at all. Eveytime I try to sing in, a message such as "Window live messenger has stop working" Although it did say "window will close the program and notify you if a solution is available" but I know to wait for the solution will take ages. So,I tried reinstalled, run as administrator, scan for virus,check proxy and even switch off my firewall and etc...However, all of this does not seems to work.which is really getting …

Hi All, We are facing one issue. Please find the details below. Any solution/ suggestion is much appreciated. Problem: Sometimes after information is filled in the form and Continue button is clicked, the communication fails. It simply shows the error page showing "the page cannot be displayed". This problem is only with the czech OS + IE7 environment. In mozila firefox its working absolutely fine. When we click continue button and submit the form, form is not submitted to corresponding struts action class rather displaying "page cannot be displayed screen" in czech language.
