IE9 Links Open Empty Page

I have a Dell laptop running Win 7 64bit installed at the factory. About 2 weeks ago IE9 stopped working properly. Whenever I try to open a link that opens a new page, I just get a blank page and tab. If I open a link that opens in the same page, it will work. The problem occurs even in safe mode. I tried resetting IE9 including deleting personal settings, but the problem remains. I uninstalled IE9 then reinstalled it, but still the same problem. Disenabling all ad-ons does not work. I was going to do a system restore but only one date was available, and this date was after the date of the onset of the problem. Downloading service pack 1 did not resolve the prob…

However, we have 2 product keys for Windows 7 Ultimate, one he has installed on his laptop. We have a spare one. I want to install it, but the disc he burned doesn't work anymore... Anyways. So I'm used to using Ghost to deploy Windows systems. But I think our current version does not support Windows 7. It's pretty old. So I was looking online to see what my other options were and it all seems so complicated anymore. According to Microsoft there are a bazillion things that need to be done before making the image. I run Vista Home premium. Securiity Essentials is installed. At times a Defender window pops up requesting that Defender be turned off in order to proceed. When you click the off request or cancel the window it freezes and blocks additional work. If you click the close( X ) it eventually closes.
